This statement is based on the development and expansion strategy for Africa towards establishing a more acceptable form of democratic development, of which a safe aviation network will form a critical part of transportation due to the current lack of road and rail service. This brings about the lucrative position to all government bi-laterals.

The ancillary land uses and development strategies in the Business CITY aims to stimulate large regional growth with economic and social up-liftment for the Republic of Benin including the historically marginalized communities of the surrounding hinterland.
Further powerful development initiatives for integrated development with the airport currently under consideration could potentially include the establishment of a new Economic Processing Zone (EPZ) and Free Trade Zone (FTZ).
